Subject: “ New rules for the marketing of Seeds in the new EU Regulation 2018/484 on Organic Production and recent developments on heterogeneous Material OHM” Speakers: Hannes Lorenzen (Belgium) Blanche Magarinos-Rey (Belgium) Organization: ARTEMISIA AISBL – Forum Synergies AISBL ARC2020 AISBL Summary : On April 19, 2018, after four years of both technically and politically complex negotiations, the new European Regulation on Organic Production was adopted by the Parliament. Improving the guarantees provided by the organic label in the Union, it represents a major change especially in the legislation of the marketing of seeds. Indeed, the new Regulation has authorized the marketing of two new categories of seeds, considered to be more adapted to organic production: the « organic heterogeneous material », which will benefit from a prior notification procedure, free of charge and much lighter than the actual pre -authorisation procedure; and the “organic varieties adapted to organic production”, stemming from breeding programs aimed at meeting the specific needs and constraints of organic agriculture, and which marketing regime will be organized through a temporary experiment of seven years. That new regulation opens up new perspectives for agro -biodiversity in organic production as throughout agriculture on a longer -term basis. It is thus of crucial importance that organic farmers all over Europe become aware of these new opportunities. Futhermore, the Commission has been empowered to adopt a delegated act in order to further detail the marketing conditions for « organic heterogeneous material ». Before its apparent intention to interpret this new category in the most restrictive manner, it is vital to mobilize together to communicate what precisely is expected in this delegated act and what is the understanding of this new opportunity by a sector which has remained invisible for a long time : the seed -savers’ sector.
